Offender Management System (OMS)

Offender Management System (OMS) is a comprehensive inmate management system that puts inmate data within your reach. The Offender Management System is built on open technology that allows integration with other systems to provide single point of entry, but still allows individual ownership of data.

From intake to release, information on all aspects of an inmate's incarcerations maintained - including initial intake, charges, sentencing, property, housing, medical, meal planning, scheduling, and temporary release to name a few. For increased security, the Offender Management System utilizes digital fingerprinting and iris recognition to positively identify inmates, increasing accuracy in inmate movement, housing, release, etc. Plus, built-in reports that interface with Business Objects Crystal Reports make accurate reporting easy.

All DSI products are created with the direct input of corrections industry professionals. The Offender Management System users are invited to participate in our annual User Group meeting, giving them direct input into the development of the application. This input ensures that the Offender Management System is the most up-to-date and user-driven offender management software available.

REPORTING

The Offender Management System includes many built-in reports and Crystal Reports so the user can design and generate his or her own. All data on every report may be exported to other file formats to use popular third party programs to further customize output.

SCHEDULING

Records and displays the events and activities of the inmate population. All aspects of an inmate's daily routine are captured and tracked from visitation, medical appointments and recreation to court hearings, work schedules, pending release dates and much more. Schedule events for the facility, housing areas or individual inmates for a day, range of specific days, range of weeks, year or even as a recurring event. View schedules for the entire facility or specific inmates by day, month or year. Scheduling is a central component of the system and also serves as a repository that automatically collects date related information from other modules.

MULTI-FACILITY/MULTI-AGENCY INTEGRATION

The Offender Management System can be configured to automate a single facility or an entire network of joined facilities. The configuration settings can allow for the joined facilities to utilize shared or disparate codes for all settings within the application. This configuration can allow for different housing locations, property locations, and different classification questions or ranges; for example, based on the different facility locations. The Offender Management System Enterprise configuration also allows for the transfer tracking of inmates from facility to facility and the ability to limit access to inmate records by facility. This functionality can be accomplished with a single installation of the Offender Management System application.

WORKFLOW

Organizes tasks related to specific groups or user processes such as the commitment process, classification process or any other related processes that are typically performed in a specific order. Allows for simultaneous processes as well as provides the facility a method for reviewing, approving or refusing data input submitted by subordinates.

BOOKING WIZARD

Allows the facility to select outside data sources to determine if there is known data for an offender. By default, the system will utilize existing inmate information stored by DSI’s Offender Management System to determine if the offender has ever been booked into the Offender Management System. Other sources that can be utilized include but are not limited to: Fingerprint databases, Police Records Management Systems, State AFIS Systems, State Warrant Systems and the Master Visitor Files.

MEDICAL SICK CALL VIA PHONE

Prisoners can register requests to be placed on the medical staff sick call list over the inmate phone system. Inmates are required to answer a series of facility-defined questions which are reviewed by medical staff for appropriate disposition and scheduling.

SCREEN FORMATTER

Facilities, groups, and individuals can manipulate screens for a unique look and feel. The Formatter allows users to change text, terms, help, fonts, position, and visibility of screens, text, and fields. Create your own data validation and much more!

MAR

Automates distribution of medications via a handheld portable data collection device. Drug passes are downloaded, information is gathered at pass, and files are updated which provides the facility with accurate records.

SPECIAL DIET/MEAL COUNT

Medical staff can assign special diets to an inmate and notify food service personnel of the number and type of meals per housing area. A history of inmate acceptance and rejection of all meals is maintained.

BIOMETRICS

Uses the latest in fingerprint scanning technology to provide an easy method of capturing prints, verifying identity and performing searches against previously captured fingerprints. The Offender Management System only needs an offender to enroll one or two fingerprints during the intake process. By incorporating biometrics into the Offender Management System, the system can restore valuable information about an inmate from a previous incarceration with a scan of the fingerprint and an automatic search for matches in the history files. In addition, the same biometric technology can be used at the time of release to verify that the inmate you are about to release is the correct person, helping to protect you and your community.

TRUST ACCOUNTING/GENERAL LEDGER

The Offender Management System provides the most comprehensive accounting software for prisons and jails that is available in the industry by integrating warehouse management, inventory control, commissary, billing for housing inmates from other agencies or facilities, inmate trust fund and general ledger into an integrated and auditable system. The system may be configured with global settings that apply to all inmates or customized for individual inmates. The system supports multiple warehousing, unlimited inmate co-pay options, commissary restrictions, deposit and withdrawal limits, account freezes and holds, contract billing plans, automated check dispersion, bank reconciliation and many more features.
